This collection features the complete Congressional Record Bound version, as well as the daily version back to 1980. It also includes the three predecessor titles, as well as other important congressional material.

Browse the Database

Select U.S. Congressional Documents from the list of collections on the HeinOnline Welcome Page. From the landing page, browse the congressional documents by Congressional Record, Congressional Budget Office, Rules & Precedents, Congressional Hearings, CRS Reports, Committee Prints, U.S. Congressional Serial Set, Congressional Directory, Other Works Related to Congress, and Additional Resources.

​Select a Browse Option to View Titles

Select a browse option to view the titles associated with its grouping. Within a title, expand (+) to browse a list of volumes included in that title. 

Locate Documents Using Citation

Select the citation navigator link under the main search bar. After accessing the citation navigator, input the volume number, select the title, enter a page number and select Get Citation. As seen below, if you have a citation to the Congressional Globe, use its specific tool to select the Congress, Session and the page number. 

Note: If entering a citation to the Congressional Record Daily, you must enter the section prefix before the page number. Section prefixes include:

S (Senate Proceedings)

H (House Proceedings)

E (Extension of Remarks)

D (Daily Digest)
